WHAT IS THE DEBT SURCHARGE SHOWING ON MY BILLING CARD?
Utilities run like a business and that means the utilities must generate enough revenue through user fees to cover all the costs of operating the "business". In addition to staff time, equipment maintenance, and materials and supplies needed to provide the direct services of each utility, other costs, such as debt service [loan] payments and funding for capital improvements, must also be recovered through the rates. You will see the base rate and debt service payments listed separately on your billing and listed on the Rates & Fees page under the RESOURCE tab. These fees are audited annually as part of the budget process as required by Oregon Budget Law.

The Arch Cape Domestic Water Supply District is pleased to submit its Annual Water Quality and Consumer Confidence Report to our customers for 2022. This report is designed to inform you about the quality of the water and services we deliver to you every day. Our constant goal is to provide you with a safe and dependable supply of drinking water. We want you to understand the efforts we make to continually improve and upgrade the water treatment process and to protect our water resources. We are committed to ensuring the quality of your water, and want our valued customers to be informed about their water utility.

UBMax Software: Quarterly Billings are sent: March 10th, June 10th, September 10th and December 10th. The quarterly base rates per district are pre-billed (March will bill for April, May & June) and the actual usage is post-billed (March will include December, January & February actual usage). To pay directly to Arch Cape Districts, there are 3 options [NO FEES APPLY]:
1) Personal Check - mailed to our office.
2) On-line Bill pay processed by you, through your bank.
3) An ACH Draft using the appropriate Authorization Form for Water or Sewer.
To pay via the online system, UB-Pay by credit card, debit card or e-check there is a FEE of $3.00 per $100 fee; charged by the company for using their system.
